Anti-Theft Locked Steering Wheel 2006 Volvo s60

2006 volvo s60 key broke from key fob. I put the key in backwards & tried to crank it. The key was stuck & it wouldn't go into gear. Code saying prevented vehicle from starting. Finally got it out. Tried cranking again with fob attached. It started I put it in drive & started to turn the wheel & it was locked. I've disconnected the battery taken out few fuses. The steering wheel is still locked. Please tell me what I need to do. That was 3 veeeks ago.
