Engine temp fluctuates

1991 240 auto trans. Replaced thermostat (IPD Parts) flushed cooling system thoroughly. Engine temp ranges from 25% to 75% of gauge range. Shot exterior temp with temp gun. Lower hose 212* plus, upper hose 180*-190*. Water pump not weeping and sounds fine. I am stumped. Grateful for any suggestions.
