OK, I feel really stupid. 
2007 S60 2.5T
There is a fuse panel beneath the streering wheel under a dark grey panel. I remove the two screws but it doesn't want to pop off.
Are there any secrets to this?
Both my fog lights are out and I want to check the fuses.
