Marker lights?

My 2002 S60 has a small light just in front of the front door on both sides. I thought these were called 'side marker lights' and were supposed to be on steadily when the headlights are on. Mine function only as turn signals. I have been told by someone in another forum that that is proper behavior. Can someone confirm this? If so, I would say that they are not really marker lights but only turn signals.
