Central locking system fuse blows

I have a 2000 V70 XC. I have a reoccuring issue. The 20 amp fuse for the central locking system blows. Prior to the fuse blowing the tailgate will not open when the standard procedure for unlocking all doors is performed (two bumps of the key in the driver door), then the passenger doors will not unlock remotely, then the fuse blows and the car won't start. Replace the 20 amp fuse and leave the car unlocked and it seems to be fine. Any suggestions?
